Status of This Standard

This document defines the governing standard for the Constitutional Organization Understanding Engine and its associated Constitutional Architecture.

The standard comprises the architecture sections identified as COUE-ARCH-001 through COUE-ARCH-012, together with COUE-ARCH-EPILOGUE.

Until this document is formally approved and assigned the status Normative, its requirements remain subject to architectural review. Once approved, conforming implementations SHALL satisfy all applicable normative requirements contained within this standard.

The keywords MUST, MUST NOT, REQUIRED, SHALL, SHALL NOT, SHOULD, SHOULD NOT, RECOMMENDED, MAY, and OPTIONAL are to be interpreted according to ZYZ-STD-CORE.


1. Purpose

ZYZ-STD-COUE defines the constitutional architecture through which an organization establishes, governs, evolves, publishes, assures, and federates organizational understanding.

The standard establishes:

  • the constitutional model of an organization;
  • the distinction between Evidence, Claims, Inferences, Decisions, and Constitutional Understanding;
  • the governed execution model through which understanding is derived;
  • the role of Constitutional Understanding Packages;
  • the immutable persistence and evolution of constitutional history;
  • the publication of Constitutional Artifacts;
  • the relationship between Constitutional Intelligence and organizational understanding;
  • the sovereign exchange of trusted Constitutional Artifacts;
  • the permissible role of artificial intelligence;
  • and the complete architectural position of COUE within ZAYAZ.

COUE does not merely store organizational data.

COUE establishes governed and replayable organizational understanding.


2. Scope

This standard applies to systems that implement, integrate with, extend, assure, or rely upon the Constitutional Organization Understanding Engine.

It defines the conceptual and normative architecture for:

  • constitutional organizational identity;
  • evidence-based understanding;
  • claim and inference governance;
  • deterministic Constitutional Execution;
  • immutable Constitutional History;
  • Constitutional Change Sets;
  • Constitutional Organization Profiles;
  • Constitutional Organization Identity Graphs;
  • Constitutional Understanding Packages;
  • Constitutional Artifacts;
  • Constitutional Intelligence;
  • Constitutional Assurance;
  • constitutional federation;
  • artificial intelligence participation;
  • and architectural conformance.

This standard does not define:

  • database schemas;
  • API endpoint definitions;
  • event payload schemas;
  • serialization formats;
  • deployment topology;
  • infrastructure configuration;
  • user-interface requirements;
  • programming-language-specific implementations;
  • or vendor-specific product configurations.

Those subjects SHALL be governed by the COUE Reference Specification, implementation profiles, technical contracts, or other applicable ZYZ Standards.


3. Conformance

A system SHALL claim conformance with ZYZ-STD-COUE only when it satisfies every normative requirement applicable to its declared conformance profile.

Conformance SHALL be evaluated against:

  1. the requirements of this governing standard;
  2. the applicable COUE-ARCH sections;
  3. ZYZ-STD-CORE;
  4. applicable referenced ZYZ Standards;
  5. declared implementation profiles;
  6. and approved normative annexes.

A conforming implementation SHALL declare:

  • the version of ZYZ-STD-COUE implemented;
  • the architecture sections implemented;
  • the conformance profile claimed;
  • supported optional capabilities;
  • known deviations;
  • applicable extensions;
  • and referenced implementation specifications.

A partial implementation SHALL NOT claim full conformance.


4. Normative Dependencies

ZYZ-STD-COUE is governed by ZYZ-STD-CORE, which defines the common documentation, metadata, normative-language, identification, versioning, and conformance rules applicable to all ZYZ Standards.

The following standards define collaborating constitutional domains:

The absence of a published collaborating standard SHALL NOT invalidate the architectural boundaries defined by ZYZ-STD-COUE.

Where such a collaborating standard has not yet been formally published, the corresponding concepts in this standard SHALL govern provisionally.


5. Architectural Premise

Organizations operate within changing legal, economic, environmental, social, technological, and operational realities.

Information about those realities arrives from many sources, including:

  • documents;
  • transactions;
  • declarations;
  • measurements;
  • sensors;
  • contracts;
  • regulations;
  • standards;
  • research;
  • audits;
  • certifications;
  • supply-chain participants;
  • computational models;
  • human assessments;
  • and artificial intelligence systems.

The existence of information does not itself establish organizational truth.

Information must be evaluated through governed processes before it may alter the organization's constitutional understanding.

CP-001 — Evidence Precedes Understanding

Constitutional Understanding SHALL be derived from governed Evidence.

Information SHALL NOT become Constitutional Understanding merely because it has been received, stored, extracted, generated, or asserted.


6. Constitutional Architecture

The constitutional architecture separates Reality, Evidence, Knowledge, Execution, Understanding, Publication, Assurance, and Federation.

Each stage SHALL preserve its own constitutional responsibility.

No architectural stage SHALL silently assume the responsibility of another.


7. Constitutional Layers

The COUE architecture is organized into five principal constitutional layers.

CP-002 — Constitutional Responsibilities Are Separated

Constitutional Intelligence, Constitutional Understanding, Constitutional Publication, Constitutional Assurance, and Constitutional Federation SHALL remain architecturally distinguishable.

An implementation SHALL NOT collapse these responsibilities in a manner that prevents independent governance, traceability, assurance, or replay.


8. Constitutional Organization Understanding Engine

Definition DEF-COUE-001 — Constitutional Organization Understanding Engine

The Constitutional Organization Understanding Engine, abbreviated COUE, is the governed constitutional system that evaluates Evidence through authorized Constitutional Execution and derives the organization's Constitutional Understanding.

COUE is responsible for determining what an organization constitutionally understands about itself and its relationships.

COUE SHALL:

  • consume governed Evidence;
  • consume authorized Constitutional Understanding Packages;
  • execute governed reasoning and validation;
  • preserve provenance and lineage;
  • identify conflicts and uncertainty;
  • produce constitutional Decisions;
  • produce Constitutional Change Sets;
  • derive the Constitutional Organization Identity Graph;
  • support deterministic replay;
  • and publish eligible Constitutional Understanding through Constitutional Artifacts.

COUE SHALL NOT:

  • treat unvalidated information as constitutional truth;
  • silently overwrite Constitutional History;
  • permit artificial intelligence to establish constitutional truth independently;
  • modify published Constitutional Artifacts;
  • delegate organizational sovereignty to an external domain;
  • or combine assurance with the creation of the object being assured.

9. Constitutional Organization

Definition DEF-COUE-002 — Constitutional Organization

A Constitutional Organization is an organization represented through governed identity, relationships, Evidence, Claims, Inferences, Decisions, Constitutional History, and current Constitutional Understanding.

A Constitutional Organization is not equivalent to:

  • a database tenant;
  • a legal-entity record;
  • an account;
  • a customer profile;
  • a reporting boundary;
  • or a graph node.

These objects may contribute to the representation of a Constitutional Organization, but none of them independently constitutes its constitutional identity.

The Constitutional Organization Model is defined by COUE-ARCH-002 ("Constitutional Organization Model").


10. Constitutional Understanding

Definition DEF-COUE-003 — Constitutional Understanding

Constitutional Understanding is the governed and reproducible organizational understanding derived through Constitutional Execution from Evidence, authorized knowledge, policies, validation, and Decisions.

Constitutional Understanding SHALL be:

  • evidence-based;
  • governed;
  • attributable;
  • temporally bounded;
  • versioned;
  • reproducible;
  • explainable;
  • replayable;
  • and capable of supersession without historical mutation.

Constitutional Understanding is further defined by COUE-ARCH-003 ("Constitutional Understanding Model").

CP-003 — Understanding Is Derived

Constitutional Understanding SHALL be derived through governed Constitutional Execution.

Constitutional Understanding SHALL NOT be established through direct mutation of current state.


11. Constitutional Execution

Definition DEF-COUE-004 — Constitutional Execution

Constitutional Execution is the governed process through which Evidence, knowledge, policies, rules, computations, observations, Claims, Inferences, conflicts, confidence assessments, and Decisions are evaluated to determine constitutional change.

Constitutional Execution SHALL be defined through an authorized Understanding Execution Plan.

Execution SHALL preserve:

  • execution identity;
  • execution version;
  • input lineage;
  • knowledge-package versions;
  • rule and policy versions;
  • computation versions;
  • AI participation records;
  • validation results;
  • Decisions;
  • produced Constitutional Change Sets;
  • and output lineage.

The Constitutional Execution Model is defined by COUE-ARCH-004 ("Constitutional Execution Model").


12. Constitutional Understanding Packages

Definition DEF-COUE-005 — Constitutional Understanding Package

A Constitutional Understanding Package, abbreviated CUP, is a governed, versioned, and identifiable package containing the knowledge, concepts, rules, policies, methodologies, validation requirements, and execution instructions required for a defined domain of Constitutional Understanding.

CUPs provide the governed bridge between Constitutional Intelligence and Constitutional Execution.

A CUP SHALL NOT independently establish organizational truth.

A CUP defines how relevant knowledge is made available to Constitutional Execution.

The Constitutional Understanding Package model is defined by COUE-ARCH-005 ("Constitutional Understanding Packages").


13. Constitutional Persistence

Constitutional persistence preserves the complete historical basis of organizational understanding.

CP-004 — Constitutional History Is Immutable

Constitutional History SHALL be append-only.

Historical Evidence, Claims, Inferences, Confidence Assessments, Conflict Records, Decisions, and Constitutional Change Sets SHALL NOT be overwritten.

Corrections SHALL be represented through subsequent constitutional events.

Current constitutional state SHALL be derived from Constitutional History.

The Constitutional Persistence Model is defined by COUE-ARCH-006 ("Constitutional Persistence Model").


14. Constitutional Evolution

Organizations evolve as new Evidence, knowledge, policies, Decisions, and external conditions become applicable.

Constitutional evolution SHALL occur through Constitutional Change Sets.

Definition DEF-COUE-006 — Constitutional Change Set

A Constitutional Change Set, abbreviated CCSET, is an immutable and governed representation of an accepted change to Constitutional Understanding.

A CCSET SHALL identify:

  • the constitutional subject affected;
  • the previous applicable state;
  • the accepted change;
  • the Evidence and reasoning supporting the change;
  • the governing Decision;
  • the execution that produced it;
  • its effective time;
  • and its relationship to preceding and succeeding change sets.

The Constitutional Evolution Model is defined by COUE-ARCH-007 ("Constitutional Evolution Model").


15. Constitutional Artifacts

Definition DEF-COUE-007 — Constitutional Artifact

A Constitutional Artifact is an immutable, identifiable, versioned, lineage-preserving, and publishable representation of Constitutional Understanding or another governed constitutional output.

Examples include:

  • Constitutional Organization Profiles;
  • Constitutional Configurations;
  • Constitutional Change Sets;
  • Understanding Execution Plans;
  • TrustGate attestations;
  • Carbon Passports;
  • Sustainability Reports;
  • and other governed publications.
CP-005 — Constitutional Publication Is Immutable

A published Constitutional Artifact SHALL NOT be modified.

A correction, replacement, withdrawal, or revision SHALL be represented through supersession, revocation, retirement, or another governed lifecycle transition.

The Constitutional Artifact Model is defined by COUE-ARCH-008 ("Constitutional Artifact Model").


16. Constitutional Intelligence

Definition DEF-COUE-008 — Constitutional Intelligence

Constitutional Intelligence is governed external knowledge that may inform Constitutional Understanding without independently determining organizational truth.

Constitutional Intelligence may include:

  • regulations;
  • legislation;
  • standards;
  • disclosure requirements;
  • interpretations;
  • court rulings;
  • regulatory guidance;
  • scientific research;
  • methodologies;
  • formulae;
  • ontologies;
  • implementation patterns;
  • industry practices;
  • and confidence assessments.

Pergamum Pulse is the ZAYAZ reference implementation of the Constitutional Intelligence System.

Constitutional Intelligence is defined by COUE-ARCH-009 ("Constitutional Intelligence") and governed in greater detail by ZYZ-STD-PULSE.

CP-006 — Knowledge and Understanding Are Distinct

Constitutional Intelligence SHALL inform Constitutional Understanding through governed interfaces.

External knowledge SHALL NOT directly mutate an organization's Constitutional Understanding.


17. Constitutional Federation

Definition DEF-COUE-009 — Constitutional Federation

Constitutional Federation is the governed exchange of Constitutional Artifacts between sovereign Constitutional Domains.

Every organization SHALL remain sovereign over its own Constitutional Understanding.

An externally produced Constitutional Artifact may be:

  1. received;
  2. authenticated;
  3. validated;
  4. assured;
  5. accepted;
  6. classified;
  7. and introduced as Evidence.

An external Constitutional Artifact SHALL NOT directly alter the receiving organization's Constitutional Organization Identity Graph.

CP-007 — Organizations Remain Constitutionally Sovereign

Every Constitutional Organization SHALL govern its own Constitutional Understanding.

External organizations MAY contribute Constitutional Artifacts and Evidence but SHALL NOT directly modify another organization's Constitutional History or derived constitutional state.

The Constitutional Federation Model is defined by COUE-ARCH-010 ("Constitutional Federation").


18. Constitutional Artificial Intelligence

Artificial intelligence may assist the constitutional lifecycle by:

  • extracting information;
  • classifying Evidence;
  • identifying entities and relationships;
  • proposing Claims;
  • proposing Inferences;
  • estimating confidence;
  • identifying conflicts;
  • suggesting actions;
  • explaining reasoning;
  • and identifying knowledge gaps.

Artificial intelligence SHALL NOT independently:

  • establish constitutional identity;
  • create constitutional truth;
  • modify Constitutional History;
  • override governance;
  • bypass validation;
  • alter published Constitutional Artifacts;
  • or publish Constitutional Artifacts.
CP-008 — AI Proposes; Governance Disposes

Artificial intelligence MAY produce observations, recommendations, proposed Claims, proposed Inferences, and confidence assessments.

Only governed Constitutional Execution and authorized Decisions MAY establish constitutional change.

The Constitutional AI Model is defined by COUE-ARCH-011 ("Constitutional AI") and governed in greater detail by ZYZ-STD-MICE.


19. Constitutional Assurance

Definition DEF-COUE-010 — Constitutional Assurance

Constitutional Assurance is the independent validation of a Constitutional Artifact, its provenance, its lineage, its governing execution, and its declared conformity.

TrustGate is the ZAYAZ reference implementation of the Constitutional Assurance System.

CP-009 — Assurance Is Independent

Constitutional Assurance SHALL remain independent of the Constitutional Understanding and publication activities that produced the object being assured.

An assurance process SHALL NOT modify the Constitutional Artifact under assurance.

As required by CP-009 ("Assurance Is Independent"), TrustGate evaluates Constitutional Artifacts without becoming the source of their constitutional content.

Constitutional Assurance is governed principally by ZYZ-STD-TRUST.


20. Constitutional Architecture of ZAYAZ

The complete ZAYAZ constitutional lifecycle integrates Constitutional Intelligence, Constitutional Understanding, publication, assurance, federation, artificial intelligence, and deterministic computation.

22. Additional Governing Principles

CP-010 — Current Constitutional State Is Derived

Current Constitutional State SHALL be reconstructed or derived from Constitutional History.

Current state SHALL NOT be treated as the sole authoritative historical record.

CP-011 — Provenance and Lineage Are Preserved

Every constitutional conclusion, change, and publication SHALL preserve sufficient provenance and lineage to identify its Evidence, execution context, governing knowledge, Decisions, and preceding constitutional state.

CP-012 — Constitutional Execution Is Replayable

A constitutional conclusion SHALL be reproducible using the recorded Evidence, package versions, policies, rules, computations, AI outputs, validation results, and Decisions applicable to the original execution.

Where exact computational reproduction is impossible, the implementation SHALL preserve sufficient information to explain and verify the cause of the variance.

24. Conceptual and Product Separation

This standard distinguishes constitutional concepts from their ZAYAZ reference implementations.

A conforming white-label or third-party implementation MAY use different product names.

25. Architectural Invariants

The following invariants apply throughout ZYZ-STD-COUE.

  1. Constitutional History is immutable.
  2. Current Constitutional State is derived.
  3. Evidence does not directly become Constitutional Understanding.
  4. Knowledge does not directly alter organizational state.
  5. AI output does not independently establish constitutional truth.
  6. Published Constitutional Artifacts are immutable.
  7. Corrections occur through governed supersession or subsequent change.
  8. Assurance remains independent of production.
  9. External organizations cannot directly modify another organization's constitutional state.
  10. Provenance, lineage, and execution context are preserved.
  11. Constitutional change is governed through Decisions and Constitutional Change Sets.
  12. Historical understanding remains replayable.

An implementation that violates an applicable architectural invariant SHALL NOT claim conformance with this standard.


26. Extension Model

Implementations MAY extend this standard to support additional:

  • organizational domains;
  • regulatory regimes;
  • industries;
  • knowledge packages;
  • artifact types;
  • execution models;
  • assurance models;
  • federation protocols;
  • AI participants;
  • and computation engines.

Extensions SHALL:

  • preserve all applicable constitutional invariants;
  • use globally distinguishable identifiers;
  • declare their governing authority;
  • declare their version;
  • preserve provenance and lineage;
  • avoid redefining existing normative terms;
  • avoid weakening normative requirements;
  • and remain discoverable during conformance assessment.

An extension SHALL NOT silently replace a normative concept defined by this standard.


27. Versioning and Evolution

This standard SHALL use semantic versioning in accordance with ZYZ-STD-CORE.

A change SHALL be treated as breaking when it:

  • changes the meaning of a defined constitutional concept;
  • removes or weakens a normative requirement;
  • changes an architectural invariant;
  • changes conformance obligations;
  • changes identifier semantics;
  • or makes a previously conforming implementation non-conforming.

Constitutional terminology and stable identifiers SHOULD remain unchanged across compatible revisions.

Deprecated concepts SHALL remain documented until their governed removal in a permitted major version.


28. Footnotes and Supporting Context

Footnotes MAY be used to provide:

  • historical context;
  • architectural rationale;
  • references to external standards;
  • explanatory commentary;
  • implementation considerations;
  • and non-normative examples.

Footnotes SHALL NOT contain requirements necessary for conformance.

Normative requirements SHALL remain in the main body of the standard.1

This restriction prevents conformance obligations from becoming hidden in explanatory material or being omitted by renderers, extractors, or automated standards-analysis tooling.


29. Machine-Readable Governance

Every controlled document belonging to ZYZ-STD-COUE SHALL contain valid front matter conforming to the applicable ZYZ Standard metadata schema.

The schema declaration SHALL be included using the $schema field.

A document that fails mandatory validation SHALL NOT be published as a controlled ZYZ Standard document.


30. Reference Specification Boundary

This standard defines conceptual architecture and normative architectural behavior.

Implementation-level contracts SHALL be defined separately.

The COUE Reference Specification is expected to define:

  • object schemas;
  • identifier formats;
  • JSON Schemas;
  • database structures;
  • event contracts;
  • artifact contracts;
  • REST interfaces;
  • GraphQL interfaces;
  • event-bus topics;
  • state machines;
  • replay algorithms;
  • package manifests;
  • validation contracts;
  • AI interfaces;
  • federation contracts;
  • security controls;
  • performance requirements;
  • and implementation conformance tests.

An implementation specification SHALL conform to this standard.

An implementation specification SHALL NOT redefine the constitutional architecture.


31. Standard Authority

ZYZ-STD-COUE is the authoritative conceptual and normative source for the Constitutional Organization Understanding Engine.

Within the COUE documentation domain, authority SHALL be interpreted in the following order:

  1. approved ZYZ-STD-COUE content;
  2. approved COUE architecture sections;
  3. approved architectural decision records;
  4. COUE Reference Specifications;
  5. implementation guides;
  6. legacy manuals;
  7. historical drafts.

Where two controlled documents conflict, the document with higher authority SHALL prevail unless a formally approved exception applies.


32. Summary

ZYZ-STD-COUE establishes the Constitutional Organization Understanding Engine as the governed system through which organizations derive, preserve, publish, assure, and federate Constitutional Understanding.

The standard requires that:

  • Evidence precedes Understanding;
  • knowledge and organizational truth remain distinct;
  • Understanding is derived through governed execution;
  • Constitutional History remains immutable;
  • current state remains derived;
  • publication remains immutable;
  • organizations remain constitutionally sovereign;
  • artificial intelligence remains subordinate to governance;
  • assurance remains independent;
  • and all constitutional conclusions preserve provenance, lineage, explainability, and replayability.

The architecture sections governed by this standard define these principles in full.
