Pergamum Pulse Implementation Package
1. Processing Rights
The Pergamum Pulse Rights Vocabulary ia a normative vocabulary defined by the specification. RLCPS explicitly distinguishes operations such as parsing, OCR, semantic indexing, embeddings, vector storage, RAG, model evaluation, fine-tuning and foundation-model training, with separate permission states. Universal PP-KORS lifecycle state values are intentionally not duplicated in Python. Add a machine-readable PP-KORS lifecycle registry first, then make VW-DL resolve it just as it resolves the Object & Prefix Register.
Likewise, processing-right keys are loaded from the RLCPS rights vocabulary JSON rather than embedded in Python.
7.7. Registry wiring update
VW-DL now resolves the PP-KORS universal lifecycle registry and the PP-RLCPS rights vocabulary from governed JSON artefacts. No lifecycle-state or processing-right vocabulary is duplicated as Python constants.

8. PP-KORS Lifecycle + PP-RLCPS Rights Registry Artefacts
These artefacts follow the ZAYAZ registry authority pattern:
- Normative specification = semantic authority.
- Git-versioned JSON = canonical machine-readable registry artefact.
- JSON Schema = structural validation contract.
- PostgreSQL = operational projection only.
8.1. Lifecycle
Source authority: PP-KORS §7 — Universal Lifecycle Model.
The registry contains the exact 16 universal lifecycle states declared by PP-KORS.
PP-KORS does not define a universal state-to-state transition matrix or universal terminal/non-terminal classification. Therefore this package intentionally does not invent either. Specialised specifications remain responsible for permitted lifecycle subsets and transitions.
8.2. Rights
